Prysmian Statement of Compliance to Build America Buy America Act – BEAD
March 1, 2024
To whom it may concern,
This letter confirms Prysmian meets all Broadband Equity, Access, and Deployment (BEAD) program-specific Build America, Buy America Act provisions as part of the Infrastructure Investment and Jobs Act. This is based on the final guidance provided by the Office of Management and Budget (OMB) and the final Limited General Applicability Nonavailability Waiver supplied by the Department of Commerce (DOC).
Fiber and fiber optic cable have been defined as construction materials, meaning 100% of the product is required to be manufactured in the United States of America. It is our understanding that to meet this requirement, specifically for BEAD:
- Fiber Preforms must be manufactured in the U.S.
- Fiber Optic Glass must use preforms that meet requirement one and be drawn in the U.S.
- Fiber Optic Cable must use fiber that meets requirements one and two and complete the buffer, jacket, and strand manufacturing process in the U.S.
This differs from the final guidance provided by OMB as the DOC has waived the requirement for the Overclad Cylinder to be manufactured in the USA.
Prysmian can meet all three of these requirements at a combination of our facilities in:
- Claremont, North Carolina
- Lexington, South Carolina
- Jackson, Tennessee
Prysmian is committed to supporting the broadband market and the growing needs of its North American customers. As the world leader in the energy and telecom cable systems industry, we have made significant capital investments to support these needs and create jobs supporting products made in the U.S.
Prysmian can support your CPF, BEAD and Middle Mile funding with Fiber and Fiber Optic Cable that meets the Build America, Buy America requirements. Our production and test facilities are independently certified to comply with the industry’s highest standards, including TL9000, ISO 9001, and ISO 17025.
We welcome you to visit any of our locally-based manufacturing locations and meet the hardworking team members who make producing your fiber optic cables possible.
Thank you,
Patrick S. Jacobi,
Senior Vice President Telecom North America
